What to Know About The Updated Requirements for Emergency Response Systems in 651 CMR 12.00

The Executive Office of Aging & Independence (AGE) released new Massachusetts assisted living regulations under 651 CMR 12.00, adopted July 10, 2026.

Among some of the updates are specific requirements for emergency call systems and reporting, including tracking emergency call response, tightened response time limits, quarterly improvement requirements, and more.

New Emergency Call Regulations At A Glance

The first row:<br />
Section: 12.04, 2.B.3.B<br />
New requirement: “Emergency response system calls must be answered in a timely and appropriate manner. No response shall exceed 10 minutes.”<br />

Escalation Paths: alerts get sent to the next level if they are not answered within a set time.<br />
The second row:<br />
Section: 12.04, 11.B<br />
New requirement: Use a quarterly QAPI process to reduce response times. Track all response times, including average response time per month.<br />

Data & Reporting: all response times are tracked and stored in QUANTUM™. Reports can be sent automatically each month and quarter.<br />
The third row:<br />
Section: 12.05, 6<br />
New requirement: Track and store all emergency response data, including date, time of call, time of response, name of resident, and name(s) of responding staff.<br />

Automatic Tracking: every call is automatically associated with the resident, including time of call and date. Time of response is tracked via staff resetting the call device. This data is stored indefinitely on the local server.
